A Question about the "OnFocus" and "OnUnfocus

I am currently monitoring user actions in OO 1.1.5 and OO 2. Here's my question:

I want to know which document the user is currently looking at. That's why I log focus and unfocus events. Now, if I switch between OO applications (ie. form writer to draw to calc), this works as desired. But when I change to my browser (Firefox) and back, Openoffice does not notice that. Is this really how it should be? Shouldn't there be an unfocus event when I active the browser's window (and therefore a focus event when I switch back)?
