It seems that Rich Text Format does support footnotes. If I create some Dummy Text and add a footnote in Open Office, then save it as Rich Text Format, when I reopen the document the footnotes are retained. However, there seems to be a bug with some style information at the start of the file. Could someone confirm/explain what is going on here before I look in Bugs and Issues?
Body Text;Heading;List;header;footer;caption;footnote text;Index;Footnote Symbol;Page Number;Drop Caps;Footnote anchor;Citation;He heard quiet steps behind him. That didn't bode well. Who could be following him this late at night and in this deadbeat part of town? And at this particular moment, just after he pulled off the big time and was making off with the greenbacks. Was there another crook who'd had the same idea, and was now watching him and waiting for a chance to grab the fruit of his labor? Or did the steps behind him mean that one of many law officers in town was on to him and just waiting to pounce and snap those cuffs on his wrists? He nervously looked all around.¹

Yes. Same as your second attempt - No styles but footnote present (in Writer but no sign in WordPad).

Third attempt: exactly same as first attempt.
- Type "DT" expand dummy text
- Cut one or two sentences
- Paste into new footnotes
- Save as. RTF
- Close
- Open RTF File
Result:
