Help: paste and paste shortcut are disabled

In windows, the paste and paste shortcut are disabled. I can click on copy, but when I go to paste it to somewhere, the paste is disabled on the drop down menu. Also, If I drag the file to another location, it did not move the file.

Basically, I can not copy a file anymore. Could you please tell me how to enable the function or if there is a Virus related issue?
