I can change font sizes of all cells except A2 and A3 cell in the attached ods file.

The font size of A2 and A3 does not change if i click entire cell and change font sizes together. However it does change if i double click A2 or A3 cell and select all text in the cell and change font size.

Does anyone know why?

Can't open the attachment, but I guess I know the answer: Content in Calc inherits formatting on three levels: General format, cell format and text format.
Any text not specifically formatted will get the format specified as default for the spreadsheet, the "general format".
Cells can be formatted, and this formatting takes precedence over the general format. The cell format level includes formatting of individual cells, groups of cells, rows, columns, and the entire sheet.
Content within cells can be formatted, and this format takes precedence over cell format.
Solution: Mark the text inside the cells, and press ctrl+shift+space to remove formatting. The content will then retain the cell format, or the general format if there is no formatting on the cells.

thanks a lot!
You're right. I chose Format>Default Format in the menu and i can change its font size now. But Ctrl+Shift+Space key doesn't work, so i had to choose the function from the menu. Do you know why Ctrl+Shift+Space key not work for me?

You're welcome. I should have mentioned the failsafe option (menu selection), of course, but you spotted it. Good on you!
As for the hotkey not working, it may be a defined hotkey in the OS/UI of choice (Mac OSX? Some not catered for Linux desktop? User defined hotkeys?) or you may be using a keyboard setup that interprets some part of the combination as a special case (try alternating left/right shift and ctrl keys, or press both, and see what happens).

I guess because you previously formatted the "most inner level" of the cell. You formatted parts of the text within. Changing the cell's format won't touch anything you have done to the independent portion of text within the cell.
Try this:
="previously formatted text"
A formula drops all text formatting. The cell will show the result of a formula now, which is not an independent text-object anymore.
