It seems that protected cells are not supposed to be accessed through the tab tab key, yet some protected cells, not all, are accessed by the tab. They can not be edited, though I would prefer that only unprotected cells are accessed by the tab key. Any useful thoughts and experience out there.

Never seen that, and cannot duplicate the behaviour.
-What OS and what version of OOo are you using?
-Is your file created in OOo Calc, or is it an imported spreadsheet (e.g. Excel)?
-Can you upload your file to a file sharing site for "public inspection"? |

This forum doesn't provide any file sharing facility. I haven't much experience with file sharing sites, but I see many people use www.mediafire.com. Enter "free file hosting" in any search engine to get an overview of your options.
It is wise to read the terms of service, usage policy or similar conditions before uploading your file. |

Uploading to a public site and posting a link will open the problem to all helpers, which is generally a quicker way to reach a solution. Read the PM I sent you if you still want to go private.
Edit: OK! I got your file, and I agree it behaves strangely. Forward tabbing enters some protected cells, but not all. Backward tabbing (shift+tab) skips all protected cells. - It seems to occur only on merged cells, but most of your cells are merged one way or other, so that doesn't necessarily mean anything.
- I tried inspecting the contents of the file at code (xml) level, and cannot find any settings or inconsistencies in the cell definitions or styles that might cause this. I'm no expert at that, though...
- It looks like this is a bug in Calc.
