My problem is that when I save a spreadsheet (XP) from OOo calc when it is received by a person opening it with MS Office the column width is narrowed. On my end the width is .9 and theirs is .4. Am I missing a setting on my side to make sure my worksheet is saved and viewed correctly?

I'm not sure, but for a shot in the dark, are you exporting the file in 'xls format:
> file
> save as
to the right of the title bar is the file format bar
> choose the file format from the drop-down menu
I allways use 'xls-2000 version
