I want to make a table allways the same size, but still able to change rows and columns.

not really sure I understand your question - tables generally don't change size unless you change them, even when you add rows to them _________________ Kubuntu 11.10 LibreOffice3.4.4 |

( I think there are 3 general options for tables, one of which is that changes only affect the limiting cells)
I have only two rows in the table, and I want that when I move the central line the entire table size doesn't change. This table should be almost the entire A4 paper.

I had assumed you meant the table width - this does stay fixed, what ever you set it to and however much you change the column widths.
Row hight does not work the same way.
I can't see how to do what you want with a table but as you only have four cells how about making a 2 column text frame, width relative 100% hight relative 50% boarders on and column divider on (if you want lines around your cells). Copy it and place the copy under the original. Now you will have a page divided into four.
Should you not want your rows equal in hight just drag the frames around to suite _________________ Kubuntu 11.10 LibreOffice3.4.4 |

Thank you for you idea, but this will not work, as the text flows from one column to the following one. What I do want is the content to stay within a cell.
Also, I will have to make lots of tables, and I will have to vary the row height in some of them. _________________ Thank you!!
