No toolbars/menus in OOo apps

No entries when launching Writer but works fine with Calc? Very curious.

Let's try something more elementary by removing the shortcuts and program launchers from the equation. In the directory C:\Program Files\OpenOffice.org 2.0\program, there is a file called soffice.bin. Make a copy of that file and call it soffice-bin.exe, then run this copy. What entries matching menubar do you get in filemon?

After launching soffice-bin.exe, does the application have menus (File, Edit, View, etc.)? If so, what happens when you select File | New | Text Document? That should bring up a blank document and the menus and toolbars in the application window should be replaced by Writer's menus and toolbars.

I apologize, I'm pretty much out of ideas to remotely troubleshoot why OOo is not reading its menu and toolbar configuration files. Of course, there must be a reason, but it might not be easy to find. Two final suggestions though: (1) Using filemon, check to see what directory is being accessed under "Documents and Settings". The directory will be something like C:\Documents and Settings\<username>\Application Data\OpenOffice.org2\. Close OOo, shutdown the quickstarter if its enabled, delete the entire Documents and Settings OpenOffice.org2 directory and all subdirectories, then rerun OOo. (2) If it still doesn't work, I suggest installing OOo on another computer, get that working, and then start comparing what is different between the two systems. Good luck.

I have this same exact problem with OO 3.0
Everything was working fine for months, and all of a sudden, I got "recovering document" startup, tried to cancel, and ALL the menus and toolbars disappeared.
Really, no solution for this?
