I am a novice OOo database user and I would like to know if and how one would run a database on a network server. How would I be able to allow access to the database by multiple people, and what sort of technical knowledge would I need to set up the database online? Are there any tools or opensource services that allow me to do that?

All you need is knowledge on databases and the web. Both have nothing to do with this office suite.
