Form Controls not anchoring properly

I have a form which includes subforms, which seems to work just fine for data entry. However, every time I close the form and reopen it, the controls move and "stack". I have tried different types of anchoring, snap to, etc. and nothing seems to help.
I am having this problem on OS 10.6 and in Windows 7, using OOo 3.2.1. It seems to work fine on OS 10.4 using the same version.
I read in one post somewhere that it might be a Java problem with 1.6, but I tried reinstalling 1.5.0 under Snow Leopard, and assigning it to OOo, but it didn't help.
Does anyone know what is causing this problem, and how to solve it?

Insert more returns to the form.

I tried both of those ideas, and also locked the position of the controls. As well, I tried changing the size of the underlying page, and tried all sorts of combinations or anchors., I also tried reverting to 3.1.1, using the older version of Java, and the same thing is happening.
