Usually this irritating list of options occurs only when you open a file that can not be identified as a managable file format. OOo can not detect how to interprete the file and prompts you with a list of possible formats just in case you know better. The file can be nonsense (broken by technical error) or it may be processed by some different program (a movie for instance).

When you simply start the soffice.exe, the filter options make no sense. OOo should start with a start screen but with no document.
