Does Openoffice have software in it that will open Powerpoint presentations (when the user does not have powerpoint software)?

You do not need to have PowerPoint installed to open a PowerPoint presentation in OOo. I am assuming that someone else has PowerPoint and sent the file to you?

I am asking for a user who does not have Powerpoint or Openoffice. So, I can tell him he can download openoffice and will then be able to open the powerpoint presentation on his cdrom? Correct?

He will be able to open and work with PowePoint, Excel and Word files. Once installe your friend needs to be aware of file format saving preferences. From the tool bar select Tool, Options. This will bring up the OOo prefernces. Select Load/Save. Select General and at the bottom of the diallogue box select what format he wants the Excel, Word and Powerpoint files to be saved in. If he is sending the file back to a Microsoft user, set this to save as Microsoft files. While OOo can open a Microsoft file, Microsoft will not allow you to open an OOo file.
