Page numbering in a global/master document

I want to create a master document containing a table of content and some chapters. The pages of the table of content shall have roman pagenumbers while the chapters shall have arabic pagenumbers, starting with 1 after the table of content. Every chapter shall begin on a new page.

Everything works fine except that the arabic pagenumbers dont start with 1.

It worked within a normal document but not within a master document, because I cant set the starting number of a paragraph in a master document.

What do I have to do?
