Like we all know that there are drivers for printing any file to pdf or to image file.

In same way , is there any way to write a driver to print any file in odt on windows ?

No. PDF is or was a kind of electronic equivalent of a printed copy of a document because it can be viewed on any system with a PDF viewer and because it was uneditable.
