Is it something custom, or is a third-party package that can be used for other programs too ?

The name of OpenOffice implies that the creators of the product try to use everything that is Open Source. So you can expect that the OpenOffice does not use any 3rd party software to install. As from my experience (I have programmed using Wise Installer and InstallShield), I see that the installer is custom-made.
Yet, when I run the installer on Windows, I see that it has the shadow of Package From the Web (from InstallShield) |
