Page numbers in footer broken when opening Word 97 doc

I have a document created in Word 97 that I'm trying to convert to pdf. Usually I'd just open it in OO and export, but this time the page numbers are all messed up and I don't understand how OO's weird system is supposed to work.

I have six sections. The first, third, and fifth should have no page numbers or headers. The second, forth, and sixth are supposed to be numbered, starting in section 2 at 1, and continuing after each blank section with those pages counted.

In Word it works perfectly, but in OO the first page of section 2 is 7, section 4 starts at 179 (which would be correct if section 2 properly started at 1), but section six restarts at 1.

Is there any way to just import it as it shows up in Word without having to spend hours reformatting and learning OO's page styles?
