I'd like to create a text box (or frame) in the right column with text content that repeats on each page in the same location on each of the pages.

How might I be able to achieve this in Open Office Writer?

Any help would be sincerely appreciated!

Welcome to the forum.

Activate the header of the page style and insert a frame.
This can be positioned anywhere on the page (anchored to the header) and is repeated on every page (with same page style)

Does this help?

THANKS! All looks ok until I try to anchor to the header, it just gives me the options:

Anchor to page, paragraph, character and as character.

How do I anchor this to the header (which is already enabled)?

Set the cursor in the header and then Insert>Frame...
