StarOffice is a father to OpenOffice.

Better to ask what OpenOffice is.

OpenOffice is based on StarOffice, without all the extra templates, dictionaries, and cliparts you can find in StarOffice. StarOffice is NOT OpenSource.
StarOffice is from Sun Microsystems. If you want official support from sun, you pay for it.

On the other hand, OpenOffice has more languages more platforms supported, and all the OSS extras... and of course OpenOffice is Open - Open Source.
