Base as a Records Form

I have created a Base invoice document as a form record page.

I am wanting the document to be such that a new record is generated with a new page. My problem is two-fold.

After having saved and closed the document from design view, upon opening it by clicking on the icon within a folder with expectation that is will be a writable page view it comes up in design view, and read-only.

Secondly, I cannot find the means to insert the action buttons that enable a new page to be created as a new record.

Am I expecting too much? I am very familiar with Filemaker Pro that I use on a daily basis.
