Want to count the name (# of occurances) in column A only if the value in column B of the same row is blank

A B

Baker YES
Jones YES
Gray
Red YES
Baker
Baker

Tried this one, but no dice
=COUNTIF(A4:A10000,"Baker")+COUNTIF(B4:B10000,"")


Help appreciated and thanks in advance
