One sets the specific paragraph styles to Full Justification and saves the result as a template and then makes that template the default.
In OOo it is a good idea to create one or more templates that match the layouts of the main types of documents. Intro to OOo Templates
So, example, my main report template might have 2.5 cm margins, headers and footers enabled, and a default font of TimesRoman 12. with Headings left justified and text and text body styles fully justified.
To save a template etc File > Template .> etc.
