OO Application to always open in top window

I'm new to the OO Forum and I've been searching online and within this forum for a way to always have any of the OO applications open as the top window. I use Calc a lot, and it is very frustrating to be opening multiple spreadsheets only to have the first window open behind all the other windows. I'm sure this is a simple setting somewhere in the configuration but I simply can't find it. So, everytime I double-click a CSV file, I want that file to open as the TOP WINDOW. I'm using Windows 7. Any help will be much appreciated.
