I'm using Spreadsheets and I want any number of cells to Highlight in Any color when I Hover over a particular cell I set,
Example: You're hovering over A2 and over at C3 the cell Changes color, or blinks, etc.

Er - not me.
Just before I wrote this I checked how many times the post had been viewed: 52. So, something like 50 people have looked at it and not a reply. This leads to the following most humble suggestion.
If in a reasonable time you do not get a reply (given that it's bumped to the top again), post the query in the Macros and API forum. It looks like a Basic/Java/Python thing to me.

You are looking for a programming function available in high-level language programs like BASIC [Visual basic], Java, and the like. Someone would have to write the entire program just as there are individual programs for doing that sort of thing ["mouseover"] for HTML pages I should think.
