I'm using SuSE 9.3 and OO 2 pre.

How can I have footers that reflect the current heading? My headings are the various sections of my book and also they are the links in my TOC.

Put the Chapter field in the header. It's found at Insert > Fields > Other (or Ctrl+F2) > Document tab. By default it will show those titles done with the Heading 1 paragraph style.
