Can't Create dmake.exe

Hello
I am Rajith. Building OO1.1.4(as a preparation for localization of OO malayalam). I got another problem my cygwin bash shell dont exit after setting up environment variables. can u tell how long it will take to set the environment. Im getting winenv.bat but problem is when i run it im not getting dmake.exe. Im stuck there and cant move ahead. Can anyone plz Help me.
