You can specify the path to your templates in Tools>Options>Paths. The default will be OS-specific, but in my W2K install, my template directories are
"C:\Program Files\OpenOffice.org 2.0\share\template" and
"C:\Documents and Settings\maxqnz\Application Data\OpenOffice.org2\user\template"
