I think what the setup needs is an incremental update!
Like many antivirus products and eclipse do, openoffice should only download and install necessary and updated components.
It would be very fine to start the update i.e. from the "Help" menu.
In case of an update, you won't have to download about 70 MiB, and the settings won't get lost! |

Settings will not be lost between minor updates anyway. Incremental updates are already in IssueZilla but I wouldn't expect it to make it into a release for some time.
