when i open docs they always open with 'edit mode' turned on.
is there a way to change this, preferably in a doc specific way,
so they open with 'edit mode' turned off?

I'm not sure what you mean by "edit mode".
Under Tools -> Options... -> OpenOffice.org -> Security you can set the current document to open as Read Only after being saved. The Standard Toolbar has an icon showing a sheet of paper and green pen to which you can click to enable editing in a read-only document or disable it again. This may be what you want.
Under View -> Toolbars you can select two toolbars, the "Form Controls" and "Form Design" that let your change our document from "Design Mode" to "User Mode" and the "Form Deisgn" toolbar has an "Open if Design Mode" icon.
