Lines - Always In The Background

I have textframes and lines. I want fany lines like dotted lines so instead of using the frames border I draw my own lines, but when I place them on the page they always go to the background.

I can't figure out how to send them to the foreground. What is happening is that the wrap modus which is through, is defaulting to wrap "in the background" and I have no idea how to turn this off.

Does anyone have any ideas?
