is there a way to make the corners of frames rounded, like in Word?

That option doesn't exist in Open Office. You can do drop shadows on a frame, but not rounded corners. A work-around would be to use a graphic image as a background to the frame or draw a rounded rectangle in Draw, copy and paste it into Writer, and set wrap to none in the background. Then double-click on the shape to start typing inside it.
