It sounds interesting. But how does it work? All I could find was a vague description off defining extensions in xml.

Is it possible to build extensions with java?

I could not find many details excep that it seems the new format is an improvement on the old UNO packages, so you can develop extensions with code fom Basic, Java, Python, etc.
