Is there anything in the works for a version of open office that is compatible with windows based smartphones?

Basically no. The priorities are elsewhere. For porting information (which is what you are asking) see here: http://porting.openoffice.org/

In short, OOo is unlikely to be ported to any current generation of smartphones. They just don't offer the features required for the interface.
