Hi!
Is there any possibility to set up an icon in OpenOffice.org that would enable me quick change of the language in Writer? If yes, how can I set it up?

Yes. Language is part of styles ; either Characters or Paragraphs styles (see the Font tab of their properties).
So, you've to create styles configured with the language you want (one language per style), then, create a button to activate the application of styles : menu Tools>Customize, Keyboard tab, scroll down the Category to the Styles list and select in the Function area the style to be applied.
