It is there in my installation of 2.3. Try looking here:

Documents and Settings\{username}Application Data\OpenOffice.org2\user\registry\data\org\openoffice\Office\Linguistic.xcu


In Vista, the file is located now at:

C:\Users\{username}\AppData\Roaming\OpenOffice.org2\user\registry\data\org\openoffice\Office\Linguistic.xcu

Please update the original post in this thread with the correct locations in XP and Vista, because currently it is wrong.
