I was having this same problem tonight, but I figured out a slick way to make it work for what I needed.
I wanted to put a photo on the background, all the way to the edges, but still have tolerable margins so that I didn't have to manually put in a frame or text box on every page or mess around with the ruler stuff.
I figured it out finally (been playing with it for close to 2 hours now!)
Rather than type, I opted to test out my screen cast software and made a video to show you guys how i did it.

I have had the same problem, and I remember having this problem when I lived in the UK six years ago now!
I have managed to get a background image via the header section as mentioned above, but this does mean that you lose a great deal of functionality.
I have to assume that nobody uses backgounds on their documents, or this problem would have been sorted out in the intervening six years!!
Is there a method of inserting a background image without compromising the system?
I would have expected better quite honestly. |

And another year later...
...here is the combination of the above tweaks, that works best for me:
set image as page background
enable header/footer for top/bottom margins
insert box into header - set height to page height, width to wanted left margin, margins to 0 and align left/centered on page.
insert 2nd box for right margin

This would have been a great trick if not for another issue. As soon as I move the cursor away from the page with such a "background picture" either the picture surfaces from the back or whatever is on top of it sinks. Either way nothing but the picture is no longer visible  |
