How do i add a comment (changes-record) whenever n wherever

Hi,

How do i add a comment (changes-record) whenever n wherever I want. It seems that that with Writer I cannot just simply place my cursor anywhere, even if highlighted, and add a comment. A comment seems to be ONLY POSSIBLE if and only if there was a change made.
There are cases where there is no change made but I want to write a comment whereby, for example, suggest a change that can be made to the author. this way the author can choose whether or not s/he wants to make that change?

You can use Insert > Note for a comment not associated with a change.
