Continous conditional for a time value and posterior action?

Hi,

I wonder if it is possible to do the following in calc; I have a time and date value on a cell, for instance 14:00 of 24 March 2008, and let's suppose that it is 12:00 hours of that day. Is it there some function which checks if actual time matches with the time on that cell and if so allows to specify some action like opening a window or just writing some value on the sheet ?
