Data Validation & Conditional Cell Ranges

I'm working on an Invoicing spreadsheet. The Invoice tab has a series of cells which need to have conditional cell ranges for validation (drop-down list) purposes. Suppose you have such a cell at C5. The List of possible choices for C5 depends on what value is selected in C4 - my first thought was to use a simple Offset function within the Validate option for cell C5, yet this did not work.

Any tips or tricks for how to do this?
