I want to reduce the header size in document, which was originally created with some version of Word. (I am not sure if that is at all relevant.) It has a header containing the page number. Below the page number is blank space, and below that there is a light gray line drawn by OO Writer across the page. If I click around that line, two gray bars show up on the left hand side. If I drag the top of the lower bar upwards, then I can change the header size from one inch to something reasonable. Unfortunately, if I save and reopen the file, the header size is back to its original size. Ideas appreciated!

You can set the dimensions of a Header at Format > Page > Header. "Spacing" and "Height" appear to be the characteristics you're looking for. Use this method and see if the formatting sticks.
