How to manually set the CTL Language ?

Hai all,

I have a problem in check/ uncheck the CTL Language (Tools --> Option--> Language Settings).

It can possible when i open the odt file but i want to set the options using code.

My scenario:

When i found the CSS property direction:rtl, i need to check the CTL language before it open by the user.

Anybody knows where these settings are saved in local system?
