A Master List binder with Table of Contents

I have many online articles that I have printed out and stored in binders. I have created a Table of Contents for each binder (Volume) which tells me the tab to look under. I want to create a Master List binder that would list all articles per binder/tab (Volume/Tab). I would like to be able to look in the Master List binder, once I found the article I wanted it would tell me which binder to look in and what tab the article was under. Is there a way I can update the Table of Contents per binder (Volume) which automatically updates the Master List binders Table of Contents? Each Table of Contents is a separate OpenOffice file. Can this be done with OpenOffice or are there other methods I should consider?
