saving as html with HYPERLINKs perserved

I am constructing a link in my spreadsheet using the HYPERLINK formula to get part of the URL from another cell.
It all works just fine except I need to display my spreadsheet on the web for others to see. I have tried saving as html but the link is not converted, it remains as plain text.
If I manually add a link using the link icon and specify the exact path and then save as html that link is clickable in the html version.
Does anyone know how to get the HYPERLINK dynamic link to be parsed and saved correctly in the html.
I would love to have the conditional formatting also frozen and converted properly to html but that is something else
